Elcena Carter
October 31st, 1925 - January 14th, 2020
KENSINGTON, MD. - Elcena Carter, 94, passed peacefully on January 15, 2020. She was born November 1,1925, in Carmel, Maine to LeRoy Orlin Small and Mildred Mavis Small. Elcena was wife of Paul S. Carter and mother of Stephen P. Carter, Peter M. Carter and Cherly Lynn Carter, who preceded her in death. She is survived by her sister, Dorice LaMoray of Morrisville, VT; daughter, Cynthia Ann Carter Koebke of Silver Spring, MD; son-in-law, Roberto Koebke; granddaughter Nicole (and TJ) Giganti, Grandsons Robert (and Josie) Koebke, Erik (and Jaclyn) Koebke and great granddaughter Avery Giganti and great grandson Carter Giganti. The family remained in Maine for several years before relocating to Stonington, Conn where Paul worked at General Dynamics/Electric Boat. In 1964, they moved to Kensington, MD, where Paul worked for the Department of the Navy until retirement. Throughout, Elcena loved and cared for their children while supporting Paul in his work. She was actively involved in raising her grandchildren and was very proud of their accomplishments. Elcena will be remembered as a supportive mother, loving grandmother, and wonderful cook who loved having the family over for meals.
