Norman or “Norm” was born to Berthal and Dorthy Devilbiss along with older brother Keith; all of which passed before him. He is survived by his daughter Jalean Crosby (Karl) and son Bert Devilbiss (Taeler) along with grandchildren: Colton, Hunter and Emilee. As well as a host of Nieces, Nephews, and Cousins. All of which will continue to live out his Legacy. 

After High School Norm joined the U.S. Airforce where he became an aircraft mechanic with plans to see the world. Little did he know that the Airforce world consisted of Dover, Delaware. Upon leaving the Airforce, he came to WY, where he received further training on aircraft, worked on a ranch and even became a small aircraft pilot. These experiences took him to TX where he worked at General Dynamics, but the Call of the Mountains had him back in WY after a couple of years. He worked at Cheyenne Aero Tech until eventually finding his calling as the Laramie County School District Locksmith.

Norm didn’t have any enemies and never met a stranger. He had a contagious smile and a zeal for life that affected anyone he met. He was a natural on a horse or in the air and had patience through the roof for people and animals, but not when came to objects and trucks. He was a Rockhound and had a love for the outdoors and could talk about Rocks, Hunting, Fishing, Horses, Ranch Work, and Aircrafts to anyone. He respected wildlife and donated to several foundations such as the Rocky Mountain Elk Foundation as well as Search and Rescue. 

Norm would fly into your life and become a shoulder to lean on, no matter what. You couldn’t ask for a more patient teacher. He was selfless and sacrificed anything that was needed for his children and grandchildren. He is loved by many and will be missed by all who knew him. There will be a Celebration of Life in Cheyenne, WY on June 29, 2024, from 1-4 pm at 2738 Chrysler Road, Cheyenne, WY, 82009. There will also be one in Orange, TX where he touched many lives while visiting his daughter and family. 

The family request that donations be made to the Rocky Mountain Elk Foundation in leu of flowers.
