W. Gray Dunlap Sr.

W. Gray Dunlap, Sr., died on September 10, 2018 at St. Anthony’s Hospital, in St. Petersburg, with loved ones by his side. A St. Petersburg native, Gray was born at Mound Park Hospital on March 29, 1937, attended public schools in St. Petersburg, the McDonogh School in Owings Mills, MD, graduated from St. Petersburg High School in 1955, the University of Florida in 1958, and the University of Florida College of Law in 1961. He was predeceased by his parents, William G. Dunlap and Helen S. McIntyre, his first wife, Crystal P. Dunlap, his younger brother, David A. Dunlap, and his stepfather, William A. McIntyre, Sr. Gray is survived by his children from his first marriage, W. Gray Dunlap, Jr., Jennifer E. Frawley (Dennis), and Elizabeth L. Welsh (Kevin), his second wife, Patsy C. Dunlap, Patsy’s children, Corlis M. Cambian (George), Thomas Martin, and Sherri B. Johns (Jeffrey), his grandchildren, Crystal E. Frawley (William Hanson), Lauren C. Frawley, W. Gray Dunlap, III, William A. Friedlander, Jr., Patrick J. Welsh, Sarah E. Welsh, Daniel E. Johns (Samantha), and Joanna Johns, a nephew, Alex Dunlap (Holly), and his stepbrother, William A. McIntyre, Jr. (Nancy). Gray had a very successful career as an attorney, first with the firm of Earle & Hawes following his graduation from law school and admission to The Florida Bar in 1961, then at his own firm, and - most notably - as Pinellas County Attorney during the 70's and into the mid-80's, a time of tremendous growth and change for our County. Gray served Pinellas very, very well; he was instrumental in the development of projects such as the County Waste-to-Energy Plant (one of the first of its kind in the United States) and in the negotiation of significant legislation and interlocal agreements, including the West Coast Regional Water Supply Authority (which ended protracted disputes over the County’s access to drinking water from outside its borders). Gray then embarked on a second career as an investment banker, as a Senior Vice President of William R. Hough & Company, the leading FL municipal bond underwriting firm, also based here in St Petersburg. Both as a government attorney and as a banker, he was fascinated with and skilled at shepherding major public works projects into existence (and he was justifiably proud of those accomplishments). He was a retired member of The Florida Bar and was a member of the St. Petersburg Yacht Club. Pursuant to his wishes, there will not be a funeral service. He will be deeply missed.
