Betty was born in Carrington, North Dakota on November 4, 1920, to Milton and Ruth Carter.  She passed into Glory on March 25, 2024, at the age of 103.

Betty grew up in Portland, Oregon, graduating , with honors, from both Washington High School and Good Samaritan School of Nursing.

With her R.N. degree in hand, Betty enlisted in the Army Nurse Corp during World War II.  Following her military training, she was posted as a 1st Lt. to the 167th General Tent Hospital in Cherbourg, France.

During the time of her service in the Hospital, she met, cared for, and fell in love with a wounded soldier, Ray Whipps, from Columbus, Ohio.  During the 30 days of his treatment, they committed to each other and vowed to marry after the war ended.

Following VE Day, and reassigned to the States, they were granted permission by the Army to marry – due to the fact that Betty was an officer and Ray was a Staff Sergeant. . (A full recounting of their love story can be read in the book, “Till We Meet Again,” authored by Craig Borlase, published by Tyndale, 2015.)

Ray and Betty settled in Portland, raising their 7 children and enjoying their 14 grandkids, 11 great-grandkids, and cultivating many  friendships.

Betty continued her nursing career until retirement.  She cared for patients ranging from pediatrics to geriatrics.  She literately loved all phases of nursing, but infants and pediatrics held a special place in her heart.

Betty will be buried with Military Honors in a private ceremony at Willamette National Cemetery.

Her memorial service will be held on Saturday, April 6, at 1:00pm at Wood Village Baptist Church, 23601 NE Arata Rd. Wood Village Oregon. Funeral services are being handled by the Sunnyside Little Chapel of the Chimes.

The family requests that in lieu of flowers or gifts, that donations be made, in her name to Trout Creek  Bible Camp or Portland Rescue Mission.
