Carl Edward Lower was born in Star Idaho, to Janice and Edward Lower on October 14, 1932. He passed away on October 6, 2015 in Wieser Idaho from complications due to stage IV pancreatic cancer. Carl was diagnosed as having a developmental disability shortly after he was born. He lived at his parents home until he was 16 when he was admitted to a state operated institution in Nampa Idaho. While residing there he worked on the facility’s farm, dairy and cannery. Ever the optimist Carl said the time he spent at the institution was “pretty good” even though it was crowded and volatile at the time. After living there for more than 30 years he was transferred to an adult foster home in Nampa Idaho. During the last 18 years of his life Carl lived with Melinda and Reed Mulkey, most recently in Weiser. While receiving treatment at St Luke’s in Boise during the last days of his life, he always told his medical staff “he was doing fine”. They were impressed by Carl’s courage and positive attitude as was everyone who knew him. Carl loved to go on vacations, taking care of his dogs and rabbits, listening to country music, watching Lawrence Welk on Saturday nights, and going to church. For almost 40 years he worked and received developmental services from Western Idaho Training Company (Witco). His staff, co-workers, and the Mulkey family will miss him very much. A graveside service will be held on October 16. 2015, at 11:00 AM at the Canyon Hill Cemetery in Caldwell, Idaho. Following that will be a drop –in memorial from 1-3 PM at Witco in Ontario, Oregon, on 690 West Idaho St. The Mulkey family would like to express their gratitude to the emergency room staff at Weiser Memorial Hospital and the nurses, doctors and the palliative team at St Luke’s Boise Medical Center for the services and comfort they provided Carl.
