Joe continued in the Medical Service Corps and served until 1977 when he retired at the rank of Lieutenant Commander (LCDR). During his tenure in the military he served overseas in Japan and a tour in Vietnam. His last duty station prior to retirement was as the Hospital Administrator at Oak Knoll Naval Hospital in Oakland, California. LCDR Joe Steiner was recognized as an outstanding Naval Officer, distinguished health care administrator and respected humanitarian. He was awarded the Naval Medal of Commendation by the Secretary of the Navy for “His exceptional professional ability, initiative, and ironclad dedication to the Navy Medical Department reflect great credit upon himself, the Medical Service Corps, and the US Naval Service." After Joe retired from the US Navy in 1977 he moved the family back to Eugene Oregon. Joe attended the University of Oregon where he completed his graduate work earning a masters degree in counseling. In 1983 The National Association of Addiction named Joe the Oregon Counselor of the year and later he was recognized as the National Counselor of the year. After 5 years of successful private practice he joined the Serenity Lane Staff as Treatment Director in Eugene. In 1991 he moved to Portland as the Outpatient Director for Serenity Lane.
