Surviving besides his wife, is a daughter, Carol Lee "Cari" Sutliffe, son William Howard "Bill" Phelps IV, brother, Daniel Jessie Phelps, three grandchildren, Andrew Lyle Sutliffe, Blake Lee Sutliffe and Bryson Layne Sutliffe all of Lexington.
