Dale was born in Boulder, Colorado lived a long and active life. He passed away at his home in Black Forrest, Colorado. Dale grew up in Boulder, CO always had great, loving memories of his friends and family. He left Boulder at the age of 17 to enlist in the United States Air Force where he spent the next 30 years of his life, retiring in Colorado Springs, CO. But, not even retirement could slow him down, he joined the El Paso County Sheriff’s Office for an additional 12 years of service, retiring only a few years ago. While serving in both the USAF and EPSO he accumulated numerous awards, medals and accolades. His Family, his State, his Country, and should all be proud of him and his lifetime of service. Dale is survived by many, many people. GOODELL LIEUTENANT COLONEL, USAF (RET) Lieutenant Colonel Dale L. Goodell retired from active duty with the United States Air Force on 1 July 1994 after 29 years, 11 months, and 14 days of service. His last assignment before retirement was as Chief, Command Center Current Operations Division, HQ North American Aerospace Defense Command (NORAD), Cheyenne Mountain Air Force Base, CO were he was the primary operations officer and functional manager of the NORAD/United States Space Command (USSPACECOM) Command Center. Also, he was responsible for direct operational and administrative support to nine general officers and five combat crews; integration of advanced computer software/hardware and communications systems; implementation of Joint Chiefs of Staff, NORAD, and USSPACECOM emergency actions procedures to include working directly with the Joint Staff in modifying CINCNORAD’s assessments to more appropriately reflect a post-cold war environment, thus providing our National Command Authorities a more realistic picture on which to base key decisions; development of test, exercise, evaluation, and personnel management activities; overall Command Center facility management.; and maintained combat ready qualifications as a Deputy Command Director and Missile Operations Officer. Upon his initial assignment to NORAD in July 1991, Colonel Goodell was a combat ready Assistant Command Director for “CHARLIE CREW” until 1 February 1993. Colonel Goodell began his military career in July 1964. Enlisted for 11 years, he completed Basic Military Training at Lackland AFB, TX and Administrative Specialist Technical School at Amarillo AFB, TX, before assigned as Chief Clerk, 3394th Student Training Squadron, Keesler AFB, MS. In 1966 he was reassigned to the 6217th Transportation Squadron, Ching Chang Kuan AB, Taiwan. Returning to the United States in 1967, Colonel Goodell was Chief Clerk/Aide to Commander, Tactical Fighter Weapons Center, Nellis AFB, NV. From 1968 to 1973 he was assigned to the Air Force Audit Agency, Norton AFB, CA. During this time he was selected for the Airman Education and Commissioning Program and completed his undergraduate education at the University of Colorado, Boulder, where he graduated Cum Laude, in 1975, with a Bachelor of Science in Business with emphasis in Accounting and Transportation Management. In the summer of 1975, Colonel Goodell attended Officer Training School and graduated as a distinguished graduate. He then attended the Basic Air Weapons Controller School at Tyndall AFB, FL and the USAF Air Ground Operations School at Eglin AFB, FL. His first assignment as an officer was at Cannon AFB, NM with the 609th Tactical Control Squadron and then the 81st Tactical Control Flight. At Cannon AFB, his primary duty was as an Air Weapons Controller, but he also served as 81st Tactical Control Flight Executive Officer, Food Service Officer, and Operations Training Officer. From September 1977 through May 1986, Colonel Goodell held various operational, command, and staff positions within the Federal Republic of Germany. Between 1977 and 1980, he was assigned to the 622d Tactical Control Flight, Rhein Grafenstein, Germany, where he was first the unit Mobility Officer and then Operations Officer. He also maintained operational ready status as an Air Weapons Controller and performed additional responsibilities as Emergency Actions Officer, COMSEC Officer, Administrative Officer, Combat Readiness Reporting Officer, and Vehicle Control Officer. In 1980 Colonel Goodell was selected as the charter Director of Resource Management for the 601st Tactical Control Group, Kapaun AS, Germany. The next two years he managed a $6 million O&M budget supporting $500 million in assets at nine combat-rated mobile radar units, a fixed radar site, and five other subordinate units. He also was responsible for disaster preparedness, safety, and active ground defense training of 1600 personnel. In October 1980, he was selected as a member of a Joint Chiefs of Staff team tasked to assess the air defense command and control capabilities of the Kingdom of Saudi Arabia. Recommendations made were implemented and remained essentially unchanged for over ten years to include operation DESERT SHIELD/DESERT STORM. In August 1981, then Captain Goodell graduated as a distinguished graduate from Squadron Officer School. From July 1982 to June 1984 Colonel Goodell was Commander, 631st Tactical Control Flight, Wurzburg, Germany. Of special significance, his unit was selected as the best small Communications-Electronics Maintenance Unit in the United States Air Force for 1983. In June 1984 Colonel Goodell was selected as the Chief, Air Defense Branch, Headquarters Seventeenth Air Force, Sembach AB, Germany. In this position he daily advised the commanding general on US Central Region (CR) Tripartite Air Policing responsibilities and on operational air defense interface between US national and NATO CR air defense units. Further, he was a key member of several NATO working groups responsible for drafting air defense rules of engagement, regulations, and tactics manuals for employment of both air and ground air defense assets. Colonel Goodell was also Seventeenth Air Force Commander’s single point of contact for air defense issues involving his NATO role as Commander, Sector Operations Center Three. Lastly, during this period he completed his Master of Science in Public Administration with Troy State University, European Division. Leaving Germany in June 1986, Colonel Goodell attended Air Command and Staff College, Maxwell AFB, AL, from August 1986 until June 1987 and graduated in the Top Third of a class of 405 officers. In addition, his research paper, entitled “Modular Control Equipment: Concept of Operation for the European Tactical Air Control System” won the AFCC Outstanding Communications-Electronics Research Award for 1988. Upon graduation from Air Command and Staff, Colonel Goodell was assigned in June 1987 as the Senior Air Force Advisor, Headquarters, 154th Tactical Control Group, Buckley ANG Base, Aurora, CO. As the Senior Air Force Advisor, he was responsible for assisting nine Air National Guard (ANG) Tactical Air Control System units and one ANG Aircraft Control and Warning Squadron, located in six states and one territory. And, was twice “specially” recognized by the Adjutant General for the State of Colorado for his outstanding contributions to Colorado and the Air National Guard. In June 1989 Colonel Goodell assumed command of his second unit–the 619th Tactical Control Squadron, Camp Humphreys, Republic of Korea. While commander, his unit was selected as Pacific Air Forces (PACAF’s) Communications-Computer Systems Organization of the Year, Small Unit Category for 1990; selected for PACAF’s 1990 Air Force Maintenance Unit Effectiveness Award; and lauded by the Commanding General, I Marine Expeditionary Force (MEF), for 619TCS “Outstanding communications support” to MEF-Forward during operations DESERT STORM. Colonel Goodell returned to the states in June of 1991 and attended the Armed Forces Staff College, Intermediate Joint Staff Officers Program, with graduation in November 1991. Lieutenant Colonel Goodell’s awards and decorations include the Defense Meritorious Service Medal; Air Force Meritorious Service Medal (with five Oak Leaf Clusters), Air Force Commendation (with one Oak Leaf Cluster), Outstanding Unit Award (with 2 Oak Leaf Clusters), Organizational Excellence Award (with one Oak Leaf Cluster), Combat Readiness Medal, Good Conduct Medal (with two Oak Leaf Clusters), National Defense Service Medal (with one Oak Leaf Cluster), and State of Colorado Meritorious Service Medal. He married the former Sheila Faye Harrison of Biloxi, Mississippi and they have three children, Branda, Mark, and Michael.
