Frank was born on March 26, 1942 in San Bernardino, Ca. to Aciscolo and Severina Salgado. His dad was born in Spain but was raised in Brazil and immigrated to the United States at 14 years old with his uncle while his mom was born in San Bernardino CA.

As a young boy Frank developed a love for sports. He played baseball, but basketball was his true love. He would play day and night by the light of a local restaurant's sign. He excelled on the San Bernardino High School basketball team where he won numerous accolades. After high school he went on to play for San Bernardino Valley College where he again excelled. Frank also loved to bowl and was a member of numerous church teams and leagues. Later in life Frank began to golf and loved it just as much.

As a senior Frank was introduced to sophomore Toni DeBellis by friends. They began dating and on Toni's graduation day in 1962 Frank asked her to marry him. On September 7, 1963 they were married. That began a lifetime of love together that lasted over 60 years.

On July 4, 1964 their first son Jeff was born. Two years later they had their son David. Frank was very involved in their sons lives. His love of sports was rejuvenated and was always their little league coach and recreation basketball coach. As the boys grew he never missed any of their Jr. High or High School games. One of his greatest joys later in life was being able to play golf with his boys.

Frank began his professional career as a banker but was introduced to the civil engineering profession by his best friend who had become a land surveyor and suggested that he apply with the County of San Bernardino. Once Frank began his career as a land surveyor he knew he had found his life's passion. Frank worked all over southern California and proudly stayed in that profession for over 50 years until his retirement in 2017.

In 1984 Frank and Toni were introduced to a small but growing church in Highland California. They became members of Immanuel Baptist Church and for over 30+ years Frank was involved in choir. He was a deacon for many years, he was a trustee to the church and was also on the finance committee. He volunteered for numerous church outreach programs and especially liked helping the food ministry. After retirement in 2017 Frank and Toni moved to Colorado Springs, Colorado and found their new chruch home at Vista Grande Baptist Church where Frank continued his love for singing and joined their choir.
