Allie C. Felder

Dr. Allie C. Felder Jr. (Age 95) Passed away peacefully at MedStar Washington Hospital on Monday, 9 January 2017. He was born 10 August, 1921 in Durham, N.C. to Allie C. Felder Sr. and Margaret Louise (Goodloe) Felder. He earned his BS (Agriculture and Rural Sociology) in 1942 from Hampton Institute (Now Hampton University), Hampton, VA; his MS (Agriculture and Rural Sociology) in 1948 from University of Illinois, Champaign/Urbana, Illinois; and his PhD (Agriculture and Rural Sociology) in 1954 from Ohio State University, Columbus, OH. He served in the U.S. Army in 1944-1947 (CONUS and Pacific theater), was recalled for Korea in 1951-1952, and eventually left the Army Reserve as a Captain in 1966. He started his career by teaching at Hampton Institute 1948-1956 (including one year as Dean of Freshman Students). He spent 11 years in India (1956-1965, 1966-1968) as an agricultural consultant. Beginning in 1961 he was the representative for the Joint India Fund (Nelson Rockefeller and the Cooperative League of the USA (CLUSA)). He organized and supervised operational research and economic development projects, and was a visiting lecturer at several Indian agricultural colleges and universities. In 1965 he spent a year on sabbatical from India as a visiting Professor of Agricultural Economics at the U. of Wisconsin, Madison, WI. Upon returning to the United States, Dr. Felder was the Senior Vice President, CLUSA, Washington DC. (1968-1986), responsible for economic cooperative development projects in 20 developing countries, including India. After he retired in 1986, he continued as a consultant on overseas economic development projects (1986-1990) in India (for CLUSA) and China (with the Ford Foundation). He also served pro bono on several boards, including the Cooperative League Fund, the Franklin Sellers Foundation, the Foreign Service Asia Community, and the US Department of Agriculture. Dr. Felder received several awards and appointments: the Jubilee Medal, by Moraji Desai, Prime Minister of India, 1979; Appointed to Overseas Private Investment Corporation (OPIC), 17 years: Nixon (1970-1975), Ford (1976-1978), Carter (1979-1981), Reagan (1982-1987) ; awarded the Ohio State University Distinguished Alumni Award, 1987; and was inducted into the Cooperative League Hall of Fame, 1996. He was married in 1948 to Miriam Gladys (Reid) Felder (d. 1990), and is survived by his two sons, LtCol Allie Clay Felder III, USMC (Ret.) and Dr. Robert Reid Felder, MD, and his special long-time friend, Jo Deckert. He doted on his five grandsons: Jacob, Adrian, Cory, Anson, and Alexander.
