James M Russell, Jr.

Jim, a man of faith, a devoted husband, father and friend passed away May 30, 2022. He was born in Charlotte on November 6, 1937, the son of James M. Russell, Sr. & Wilma Mullis Russell. He graduated from Central High School in 1956 and lettered in football and track. Jim served two years of active duty in the US Navy aboard the USS Outlook. He received his BS degree from East Tennessee State University and a Masters Degree in Public Affairs from NC State University. He was a member of the Sigma Alpha Epsilon fraternity. He also attended the National Academy of Corrections in Boulder Colorado. In 1967, he joined the North Carolina Probation/Parole Department as a Probation Officer. In 1972 he became Director of the Psychological Evaluation Center for Adult Probation/Parole and in 1975 he became Center Director of the Pre-Release Center. In 1993 he was appointed Judicial District Manager for the Division of Community Corrections, District 26- Mecklenburg County. Jim was a member of the Criminal Justice Department Advisory Board at Central Piedmont Community College, the Board of Directors of Mecklenburg Community Corrections and was on the committee that developed the Post-Judgement Center. He set up the administrative unit in the Mecklenburg County Courthouse, developed the High School Probation Unit & helped to plan & organize the Community Policing Program. He is survived by his wife, Debbie; son, David Russell; daughter, Jamie Brower (Kelly); grandchildren, Russell Brower and Hayden Brower and brother, Gary Russell. A member of Park Road Baptist Church, the Celebration of Life will be held at Park Road Baptist Church at 2:00 P.M. on Thursday June 2nd 2022. A reception will follow the service.
