Rosalie "(Rose)" Charlotte Evelyn Pepper

No one could ask for a better mom, and no mom could be more loved than you.
Rosalie Charlotte Evelyn Pepper passed away peacefully on March 21, 2025, in Oregon City, Oregon. Born in Portland, Oregon, to Marvel and Otis Miner, Rose was a loving mother, grandmother, and great-grandmother whose kindness and generosity touched many lives.
She is survived by her four children, Julie Hogue, Michael (Mary) Pepper, Joseph Pepper, and Desiree (Dave) Spikings; her seven grandchildren, Michael Hogue, Jorden Pepper, Zoe Pepper, Harlee Pepper, Dillon (Kathryn) Spikings, Ashley Spikings, and Meghan Spikings; and her six great-grandchildren.
Rose lived a vibrant and fulfilling life, cherishing her family, friends, and community. She was a talented entrepreneur with a creative spirit, finding joy in decorating, crafting, and, most of all, cooking and baking. Her warmth, wisdom, and passion for bringing people together will be deeply missed by all who knew and loved her.
