Kelvin was born and raised in Kanab Utah graduating from Kanab High School.

Kelvin married Carol Dean Olsen on June 21, 1954.  They are the parents of 6 children. Kelvin’s first job after High School was at a candy factory in Salt Lake City but found his way to working at the Salt Lake City Police department first as a typist in the city prison.  When he turned 21, he took the test to become a policeman. He also served in the Utah National Guard.  In 1961 he applied and accepted a job in the San Francisco Police department where he worked until 1984 when he retired at the rank of Lieutenant. Upon retirement he officially opened a tax and accounting business where he retired again at 80 years old.  Kelvin was active in the Church of Jesus Christ of Latter-day Saints.

Kelvin is survived by 5 of his children; Karol Miller, Kelvin Brown Jr. (Carol), Kenneth Brown (Deborah), Kathe Brown, and Kristina Ashoo.  He is also survived by many grandchildren and great-grandchildren and 1 sister Josephine Hopkins.

Kelvin is proceeded in death by his wife Carol Dean Olsen Brown, his parents John and Josephine Brown, his siblings Virgina, Findley, Irene, Sherman, Marden, Carol, Ree, Rex, and Gernsey, his daughter Karen Summers, and sons-in-law Larry Summers and Gerald Miller.
