CAROL FOSTER OBITUARY A beloved resident of the Yuba Sutter area, passed peacefully in her home, surrounded by her loving children October 27, 2022. Born to John and Vera McDougle on January 4, 1938, in Tulare, CA, she was one of three children. Carol settled in the Yuba Sutter area with W.B. (Tuck) Foster, the love of her life.
