Withers, Joe Allen, 62, of Largo, died Wednesday April 19, 2000 at Largo Medical Center. Born in Washington County, VA he came here in 1988 from Jacksonville, FL. He was a retired restaurant manager and a graduate of Virginia Tech. He is survived by his wife Regina, Largo; three daughters: Karen Payne, McLean, VA; Cynthia Pascal, Bethesda, MD and AnnMarie Smith, Bethlehem, GA; three step-sons: Robert Koski, Fountain, CO and William and James Koski, both of Colorado Springs, CO; a sister: Marie Van Lear, Alexis, NC; and 12 grandchildren.
