Fowler, Larry Richard, 55, of St. Petersburg, FL died Monday June 20, 2005 at Bayfront Medical Center, St. Petersburg. He was a graduate of Glendale High School and Southwest Missouri State University in Springfield, MO. Born in Peoria, IL, he moved to St. Petersburg 12 years ago from Puerto Rico. A retired U.S. Navy officer with 26 years of service, he most recently served as the second in command and Security Officer for the Atlantic Fleet Weapons Training Facility, the largest ?LIVE FIRE? weapons training facility within the D.O.D. Prior to that he had served as the Chief Staff Officer and Training Plans Officer at Training Air Wing FIVE within the Naval Air Training Command. While there he re-wrote the initial assignment selection process and the Primary Flight Training curriculum. Other previous assignments include the design of the Command Center for the Commander, Naval Air Forces, U. S. Atlantic Fleet, where he then developed the operating procedures and trained the initial staff. He has been designated by the U.S. Navy as a Naval Aviator, an Aviation Safety Officer, and a Proven Specialist in Education and Training Management. He holds a degree in Public Administration. He taught at the VMI as a Naval Science Instructor. He was Chief of Staff at the Training Wing in Pensacola and Air Boss on the U.S.S. Guam. He was a member of the St. Petersburg Yacht Club and was involved in the St. Petersburg Race Committee. Survivors include his wife, Diane Lynn; his parents, Richard and Betty Fowler, Nixa, MO; a brother, John David Fowler, Edmond, OK; and a niece, Annie Farley, Nixa, MO.
