Frankfort, KY Barbara Sue Carr, 73, passed into eternal life to be with her Lord and Savior on July 29, 2016. Barbara was the youngest of three daughters born to Frank Bernard Carr and Mary Alma Ford Carr on February 25, 1943, in Frankfort, Kentucky. She is a native of Sulphur, Kentucky, but spent much of her young life at the formerly named "Kosair Crippled Children Hospital" in Louisville, Kentucky, where many other children with polio were treated. Despite her paraplegia at age five, Barbara was determined to lead an independent and productive life. Her journey began by teaching herself how to drive, and in 1963, graduating from Henry County High School. Barbara went on to attend Midway College and Spencerian Business School, and held down two full-time jobs while residing in Louisville. In 1977, Barbara moved to Frankfort and began her career with the Commonwealth of Kentucky. In 1979, Barbara won First Runner Up at the Ms. Wheelchair pageant, and was recognized by the Frankfort Business and Professional Women's Club as the "1994 Woman of Achievement". She also received numerous awards for her work with "Big Brothers/Big Sisters" while with state government. She retired from the Finance and Administration Cabinet in 1996. In addition to Barbara's strong work ethic, she took great pleasure in preparing home-cooked meals for family friends, shopping on QVC, and spending time with her four-legged companions, including raising and breeding Pomeranians earlier in life. After retirement, Barbara treasured her time spent taking care of children in her home. Barbara will be survived by her sister, Ruth Carr Mingus; nieces, Diana (Rick) Carrier, Tina (Terry) Justice, and Kellie Mingus; nephews, Bill Corley and Todd Garrett; a great friend and caregiver, Anna Marston; her Holly Hill Church of Christ Family; and extended family and friends. Barbara was preceded in death by her eldest sister, Scottie Jo Garrett, brother-in-law, James Lloyd Garrett, brother-in-law, Marvin Andrew Mingus, and two nephews, Danny Ray Mingus and Darrell Franklin Corley; a close friend and roommate, Carolyn Johnson, and several cousins. Funeral Information A Life Celebration Service will be held at the Holly Hill Church of Christ in Frankfort, Kentucky on Saturday, August 6, 2016 at 2:00 p.m.
